EPA MOVES CLOSER TO FINAL LOW EMISSION VEHICLE PROGRAM
EPA this week announced a supplemental notice of proposed rulemaking for public comment on several remaining issues concerning the National Low Emission Vehicle (NLEV) program that were not included in the framework rule published on June 6. When the rules are finalized, the Agency will have completed the basic structure for a voluntary nationwide program for new cars and light trucks that would be 70 percent cleaner than vehicles on the road today. The Agency said the program would achieve substantial air pollution reductions and improve public health, particularly in areas where ozone levels are exceeding the national standard. Today’s supplemental notice includes a proposed start date of 1999 in the Northeast, (The program will start in 200l nationwide); outlines the process for states to voluntarily opt into the program and conditions for exiting the program and furthers harmonization between the California and federal test procedures. In addition to reducing ozone precursors, the NLEV would also reduce toxic emissions that harm human health such as benzene, formaldehyde, acetaldehyde and l.3 butadiene. Benzene is classified as a human carcinogen, while the other toxic chemicals are considered probable carcinogens. Following review of comments to this proposal, the Agency will issue a final rule for the NLEV program. EPA will continue to work with all stakeholders to resolve any remaining issues.
