REINVENTION ACTIVITIES TO BE ASSESSED BY NATIONAL

Using funds earmarked by Congress, EPA has awarded a $2 million contract to the National Academy of Public Administration (NAPA) to do a two-year study of EPA’s reinvention activities, parallel reinvention initiatives in the private sector and state and local government and possible applications of reinvention initiatives within EPA’s normal program activities. The EPA reinvention agenda, begun in 1995, is intended to test innovative ways of carrying out the Agency’s mission and was developed in response to Vice-President Gore’s challenge to all federal agencies to reinvent government so that it works better and costs less for the American people. To provide direction for the project, NAPA will convene a panel of experts in management and the evaluation of environmental and other governmental programs. The panel will ask other individuals and groups involved or interested in environmental protection to offer ideas on topics to be studied and other suggestions for making the project productive. NAPA will report to Congress on its evaluations, findings, conclusions and recommendations. NAPA is a private, non-profit organization chartered by the Congress to respond to legislative or executive branch requests for independent, non-partisan evaluations of government programs and operations.
