OKLAHOMA MEN SENTENCED FOR ENVIRONMENTAL AND DRUG CRIMES
Carl Eugene Hines of Madill, Okla.; Daniel Robert Martin of Mill Creek, Okla.; Jack Nance Hensley of Ardmore, Okla.; Billy Jack Orange of Madill, Okla.; and Decco Dewayne Baxter, former sheriff of Marshall County, Okla.; were sentenced on June 23, in U.S. District Court for the Eastern District of Oklahoma in Muskogee on charges relating to hazardous waste, drug, witness intimidation and firearms violations. Hines, is the owner of H&J Auto and Salvage in Madill, which was used as a cover for an amphetamine manufacturing and distribution operation. The case was uncovered when drums of hazardous waste from the salvage yard were illegally disposed of. Hines was sentenced to serve a period of 40 years in prison for hazardous waste, drug, firearms, and witness intimidation crimes. Martin was sentenced to serve a period of 20 years in prison for transporting hazardous waste without a manifest; illegally storing hazardous waste and drug crimes. Hensley was sentenced to a 76-month prison term for conspiracy to manufacture and distribute methamphetamine. Orange was sentenced to serve 27 months in prison for conspiracy to illegally transport and store hazardous wastes. Baxter was sentenced to serve eight and a half years for conspiracy to illegally transport and store hazardous material, conspiracy to manufacture and distribute methamphetamine, aiding and abetting, witness intimidation and possession of methamphetamine. The case was investigated by EPA’s Criminal Investigation Division, the FBI and the Oklahoma Department of Environmental Quality.
