Hydro-Analysis Charged with Lab Fraud

PHILADELPHIA - - The U.S. Environmental Protection Agency today announced that a Kutztown, Pa. testing laboratory, its former director and president have
been charged for alleged environmental violations.
Hydro-Analysis Associates, Inc., President Randy Haring and former laboratory director Robert J. Spare are charged with falsifying public drinking water quality tests throughout Pennsylvania between 1994 and 1998, and falsifying other environmental testing results for wastewater, soils, and underground storage tanks.
The U.S. Department of Justice five page news release on charges brought against Hydro-Analysis Associates and two senior managers is attached.
Laboratory fraud undermines the integrity of environmental law and compliance. Only through dependable data can the public be sure that drinking water is safe and that harmful pollutants are not released into the environment.
This is the second case of laboratory fraud in Pennsylvania within a year. On October 21, 1998, the former president of Hess Labs of Stroudsburg was sentenced in federal court to 15 months imprisonment, three years probation and ordered to pay $291,000 restitution and a $40,000 fine for systematically providing false environmental testing results to customers.
