JOSEPH CRAPA TO HEAD EPA’S CONGRESSIONAL AND STATE RELATIONS
Joseph R. Crapa has been named Associate Administrator for Congressional, Legislative and Intergovernmental Affairs at the U.S. Environmental Protection Agency. He serves as the principal advisor to the Administrator on all activities concerning relations with Congress, the states and local and tribal governments.
“Joe Crapa brings to EPA an extraordinary depth of experience and insight in working constructively and cooperatively with Congress, the states, local governments and Native Americans,” said Administrator Carol M. Browner. “EPA is fortunate to have his counsel and leadership.”
Before joining EPA, Crapa was Staff Director to Rep. David R. Obey (D-Wis.) for
10 years, and for the past three years, also the Democratic Counsel to the House of Representatives Appropriations Committee.
Crapa also has held positions in the U.S. Department of Commerce and the private sector and other positions in the House of Representatives. He was Deputy Assistant Secretary of Commerce for Congressional Affairs during the Carter Administration and Staff Director of the House Agriculture Committee’s Subcommittee on Domestic Marketing, Consumer Relations and Nutrition from March 1977 to May 1980. Prior to that, he was Executive Director of the House of Representatives’ New Members Caucus, which comprised the post-Watergate class of 80 Democratic members elected to Congress in 1974. He also has been vice-president of a Washington, D.C., government relations firm, Dutko & Associates.
In 1995, Crapa was chosen as a John C. Stennis Fellow, one of 28 senior congressional staff members recognized in the 104th Congress for their leadership roles. He has been a National Defense Teaching Fellow at the University of Arizona and currently is an adjunct professor of government at Georgetown University.
Crapa holds a doctorate degree from the University of Arizona, a master’s degree from Duke University and a bachelor’s degree from St. John’s University in New York. He and his wife, Barbara, reside in Alexandria and are the parents of Judd Crapa.
