LARRY SPERLING APPOINTED ENVIRONMENTAL ATTACHE IN MEXICO
Larry Sperling has been appointed as Environmental Attache in Mexico, a position held by an EPA career employee in the U.S. Embassy since it was established in 1990 to support the extensive U.S./Mexico cooperation on environmental matters. Sperling is an attorney. He joined EPA in 1991 and has specialized in transboundary hazardous waste issues in the Office of Enforcement. He played an instrumental role in the Agency’s accomplishments in forging cooperation on enforcement and compliance on the U.S./Mexico border and throughout North America, in developing and implementing the environmental commitments of the North American Free Trade Agreement and its side agreements, and in developing the U.S./Mexico Border XXI Environmental Framework agreement. Sperling has also played a key role in nurturing environmental cooperation throughout the Americas, assisting in drafting the hemisphere-wide environmental commitments of the 1994 Summit of the Americas and the 1996 Bolivia Sustainable Development Summit. He helped create the Central America environmental law and enforcement network pursuant to the 1994 Conjunta Centroamerica/USA Declaration. Sperling received a bachelor’s degree with Distinction in Foreign Affairs in 1991 from the University of Virginia and a law degree cum laude in 1985 from the University of Pittsburgh. Before joining EPA, he served as a federal judicial clerk in Norfolk, Va., and practiced environmental law with two law firms in Washington, D.C. Sperling will assume his position at the U.S. Embassy in Mexico City in late August.
