HARRISBURG, Pa. - The management firm for the Village Knoll Apartments at 100 Joya Circle in Harrisburg, Pa. has agreed to pay a $15,000 penalty to settle alleged violations of federal regulations on ozone-destroying chlorofluorocarbons (CFCs), the U.S. Environmental Protection Agency announced today.

In an April 1998 Clean Air Act complaint, EPA cited LCL Management of Parsippany, N.J. for violating federal regulations designed to prevent CFC-based refrigerant from escaping into the atmosphere.

According to EPA, LCL did not use required equipment or follow proper procedures to prevent leaks of CFC-based refrigerant while servicing air conditioning equipment at the apartments in 1996. Also according to the complaint, the company used an uncertified technician to service CFC-containing appliances, and did not certify that it used approved CFC recovery and recycling equipment during this work.

LCL neither admitted nor denied liability for the violations alleged in EPA’s complaint, but has certified that it is now in compliance with CFC regulations.
