Restroom Supply Company to Pay $13,750 for Not Registering Product

NORFOLK, Va. -- The owners of Cannon Hygiene Ltd., a Norfolk, restroom supply company, have agreed to pay a $13,750 penalty for failing to register a sanitizing product with the EPA, in violation of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA).
Under the requirements of the act, products that are labeled or promoted as a pesticide must be registered with EPA. Pesticide production facilities must also be registered. Registration requirements ensure that pesticide products have been evaluated for safety and efficacy. The rules are also designed avoid the health and environmental threats posed by false, misleading, or unverifiable claims about pesticides.
According to EPA’s July 1999 administrative complaint, Cannon Hygiene produced and distributed an unregistered pesticide product named "HiQ G.R.A. Safe" in 1998, which the company promoted as a product to eliminate pathogenic bacteria and viruses in restrooms. At the time, the company’s plant was also not registered under FIFRA. The alleged violations were uncovered during a July 1998 inspection by the Virginia Department of Agriculture and Consumer Services.
As part of the settlement, the company neither admitted nor denied liability for the alleged violations, but certified that it is now in compliance with FIFRA.
