EPA PROMOTES RISK-BASED APPROACH FOR RCRA CLEANUPS
EPA today took action that fulfills a commitment under the Resource Conservation and Recovery Act (RCRA) Cleanup Reforms, which were announced in July. The Federal Register Notice published today withdraws most of the provisions associated with the 1990 proposed regulations on corrective action for solid waste management units at hazardous waste management facilities (55 FR 30798, published July 27, 1990). The 1990 proposal detailed regulations to govern the technical and procedural aspects of corrective action implementation. EPA is taking today’s action because it has been determined that the existing regulations and guidance allow the Agency and states to implement a corrective action program that adequately protects public health and the environment. Additionally, attempting to promulgate a comprehensive set of RCRA regulations at this time could unnecessarily disrupt the 33 state programs already authorized to run the corrective action programs in lieu of EPA.
