EPA REGION III ANNOUNCES FELLOWSHIP RECIPIENT

PHILADELPHIA - The mid-Atlantic office of the U.S. Environmental Protection Agency is pleased to announce that Jamison E. Colburn is the recipient of the first Michael F. Vaccaro Honors Fellowship.  

Mr. Colburn is a graduate of the State University of New York Plattsburgh, where he received his B.A. with honors; Rutgers University School of Law, where he received his J.D. with honors; and Harvard Law School, where he received his LL.M. earlier this year.  He has clerked for the Honorable Robert B. Krugler, U.S.M.J., served as a law clerk with Archer & Greiner, and most recently, served as a teaching associate at Northeastern University Law School.  A native of Saratoga Springs, N.Y., he is a member of the New Jersey Bar.  

The Michael F. Vaccaro Attorney Fellowship, is a two-year fellowship designed for a recent law school graduate or judicial clerk with excellent academic credentials and a strong interest in an environmental law career and the public sector.  It provides a unique opportunity to practice law in a major governmental organization and to receive extensive training in and exposure to environmental law and policy work in the public sector.  

The fellowship recipient will work in Region III’s Office of Regional Counsel on matters arising under environmental and other statutes relevant to EPA’s regional operations.  These matters typically require developing and applying emerging law and policy to significant environmental issues in the region.  The fellowship also includes an opportunity to handle environmental enforcement cases.  

The fellowship is named in honor of Michael Francis Vaccaro, EPA’s former deputy regional counsel who died on April 22, 1996.  Born in Pittsburgh and raised in nearby Monongahela, Pa., Mr. Vaccaro graduated from Exeter Academy, Dartmouth College, and Harvard Law School.  Mr. Vaccaro began working as a staff attorney at EPA’s regional law office in 1973 and worked up the ranks at the EPA to become the second-ranking attorney at the mid-Atlantic office, overseeing the expansion of the office from a handful of attorneys to its current strength of more than 80 lawyers.
