Center City Resident Honored with EPA Employee Award

PHILADELPHIA (May 7, 2007) – The U.S. Environmental Protection Agency’s mid-Atlantic region presented its Instructor of the Year Award to Garth Connor, of Philadelphia, at its annual Employee Recognition Ceremony on April 24.
The Instructor of the Year Award is given to an EPA employee for exceptional dedication and effectiveness in the training of fellow employees.
Connor, an environmental scientist and inspection team leader in the Office of Environmental Compliance and Environmental Justice, has helped train hundreds of inspectors, both new and experienced, over the past year. He has also taught numerous state employees, employees of other federal agencies and local governments.
“In the enforcement world, environmental inspections are where the rubber meets the road,” said last year’s winner, Jennifer Hubbard. “Inspectors must not only understand the regulations, but must act in an effective yet appropriate manner when dealing with the regulated community.”
Connor, who has been with the U.S. EPA since 1987, also helped to develop a week-long course on international compliance inspections that he first delivered in Belize, a country in South America. The course has now been presented by EPA staff in more than 10 countries.
Connor, who grew up in Wilton, Conn, graduated from Wilton High School in 1972. He received a bachelor of science degree in biology from the University of Scranton in 1976, and received a masters degree in environmental science in 1979 from Drexel University.
EPA’s mid-Atlantic region covers Pennsylvania, Maryland, Delaware, Virginia, West Virginia and the District of Columbia.
