TWO MEN INDICTED IN PCB CASE

Rudolph Robinson of Long Port, Fla., and Ronald Taylor of Philadelphia, Pa., were indicted in U.S. District Court for the Eastern District of Pennsylvania in Philadelphia on June 15, for allegedly violating the Toxic Substances Control Act (TSCA). Robinson owned and operated Robinson Steel Co., which fabricated steel in Philadelphia until the mid-1980s. In 1994, Robinson agreed to sell the Philadelphia property and remove transformers containing oil highly contaminated with polychlorinated biphenyls (PCBs). The charges state that estimates for disposing of the transformers and oil were between $18,000 - $20,000. Robinson allegedly paid Taylor $1,400 to dispose of the oil and transformers without filling out manifests as required by TSCA. If convicted on all charges, Robinson faces a maximum sentence of up to one year in prison and/or up to $100,000 in fines. Taylor faces a maximum sentence of up to two years in prison and/or fines up to $100,000. The case was investigated by EPA’s Criminal Investigation Division and the FBI.
