Cytec Engineered Materials Inc. Cited for Hazardous Waste Storage Violations at Havre de Grace Md. Plant

PHILADELPHIA – The U.S. Environmental Protection Agency today announced that it has cited Cytec Engineered Materials, Inc. for violating hazardous waste regulations at its facility at 1300 Revolution Street, Havre de Grace, Maryland.

EPA’s administrative complaint seeks a $20,893 penalty for Cytec’s alleged violations of the Resource Conservation and Recovery Act (RCRA), which governs the treatment, storage, and disposal of hazardous waste. RCRA is designed to protect public health and the environment, and avoid costly cleanups by requiring the safe, environmentally sound disposal of hazardous waste.

According to EPA’s complaint, a joint Maryland Department of the Environment and EPA inspection on March 5, 2002 revealed violations of RCRA’s hazardous waste storage and disposal regulations. Specifically, EPA alleges that Cytec violated its RCRA permit by storing an open 55-gallon barrel of solvent methylene chloride, and failing to maintain air emission controls and adequate leak containment in the barrel yard where this container was stored. EPA also cited the company for failing to have required manifests or other documents for four hazardous waste shipments from the plant in September and December, 2000.

The company has the right to request a hearing to contest the alleged violations and the proposed penalty.

EPA issued a compliance order directing Cytec to comply with applicable hazardous waste storage and air emission regulations.
