LABORATORY DIRECTOR CHARGED
Judith McCoy, Technical Manager and Acting Laboratory Director at the former Hess Environmental Laboratories in East Stroudsburg, Pa., was charged with three felony counts on July 30, in U.S. District Court for the Eastern District in Philadelphia, Pa. McCoy is accused of participating in a scheme to provide fraudulent environmental testing results to several Hess customers who were billed more than $27,370 for tests that were performed improperly or not performed at all. Michael L. Klusaritz, former director at Hess, has already pleaded guilty to seven felony charges involving his participation in the scheme. The customers included the Tobyhana Army Depot, Air Products and Chemicals Inc., Carbon Products Operations Inc. and Dames and Moore. If convicted, McCoy faces a maximum of up to 15 years in prison, three years supervised release and/or fines of up to $750,000. The case was investigated by EPA’s Criminal Investigation Division, EPA’s Office of Inspector General and the Criminal Investigation Division of the U.S. Army with the assistance of EPA’s National Enforcement Investigations Center.
