IOWA WOMAN PLEADS TO ILLEGAL HAZARDOUS WASTE STORAGE
Darlene Franche of Davenport, Iowa, entered a guilty plea on June 15, in U.S. District Court for the District of Iowa in Des Moines, to storing hazardous wastes without a permit. Franche was an owner of the D.C. Franche Co., which had a paint manufacturing facility in Davenport. Approximately 200,000 pounds of hazardous paint manufacturing wastes had been stored at the facility without a permit. In November 1994, the company was shut down due to insolvency, and the wastes were abandoned at the facility. The plea agreement calls for a maximum sentence of 16 months imprisonment and/or a maximum fine of $30,000. The exact sentence will be determined at a sentencing hearing scheduled for Sept. 4. The case was investigated by EPA’s Criminal Investigation Division.
