EPA PROPOSES NEW TSCA STANDARDS FOR SAFE DISPOSAL OF LEAD PAINT DEBRIS
In an effort to reduce childhood lead poisoning, EPA is proposing national standards that will clarify procedures for disposing debris that contains lead-based paint from building renovation activities. This standard will make it easier and less costly to remove and dispose of debris in non-hazardous waste landfills. EPA has found that the cost of disposing hazardous waste has slowed down measures to permanently eliminate lead-based paint debris and has deterred families from reducing lead exposure in their home. The goal of this proposal is to encourage an increase in removal activities which will further protect children from the risk of exposure to contaminated dust, paint chips and deteriorating lead based paint in older homes. Agency studies show that the disposal of lead debris does not pose significant threat to human health and the environment. This nonhazardous waste will now be disposed of under TSCA, which replaces existing RCRA regulations. States will have two years to adopt these new disposal and management standards, after that period, the Federal standards would become effective in states without authorized programs.
