ST. LOUIS AUTOMOTIVE SHOP OWNER PLEADS TO HAZARDOUS WASTE CRIMES

On Feb. 7, Raymond Feldman of St. Louis, Mo., pleaded guilty in the U.S. District Court in St. Louis to one felony count of he unlawful disposal of hazardous waste and one felony count of conspiring to unlawfully transport and dispose of hazardous waste in violation of the federal Resource Conservation and Recovery Act. The crimes occurred in May and June 1996, when Feldman, who owned Ray's Automotive in St. Louis, hired Jack Delmar Dunn and Pamela Naomi Fox, two unindicted co-conspirators, to dispose of over 200 fifty-five gallon drums and other containers of ignitable, lead-bearing hazardous paint wastes, which Feldman had illegally stored in a lot next to his facility. Sixty-three of the drums were dumped along a levee road near the McKinley Bridge over the Mississippi River. When sentenced, Feldman faces a maximum of 46 months imprisonment and/or a fine of $70,000. He may also be ordered to pay $165,000 in restitution. Jack Delmar Dunn previously pleaded guilty to one felony count of failure to report the release of a hazardous substance in violation of the federal Comprehensive Environmental Response, Compensation and Liability Act. He faces a maximum sentence of three years in prison and/or a fine of $250,000. The case was investigated by EPA's Criminal Investigation Division, the U. S. Coast Guard, the St. Louis Trash Task Force and the Missouri Department of Natural Resources.
