Virginia Ag Man Gets EPA’s Outstanding Inspector Award

FAIRFAX, Va. - The U.S. Environmental Protection Agency’s mid-Atlantic office has named Frank L. Filipy of the Virginia Department of Agriculture and Consumer Services, Office of Pesticide Services, the 2000 “Outstanding Inspector of the Year.”

The award recognizes commitment and dedication demonstrated by state inspectors whose work supports the EPA’s federal pesticide program.

Eligibility of the award was determined on the basis of outstanding and consistent performance of duties. Service as an environmental educator to the public and within the regulated community was also required. Inspectors are nominated by their peers.

Frank Filipy has been an inspector with the Virginia Department of Agriculture and Consumer Services, Office of Pesticide Services since its inception in 1989. Mr. Filipy handles a substantial number of complaints in his district of Northern Virginia which has a large and diverse population. He has consistently conducted thorough investigations, and is well regarded for his professionalism by his peers and by the regulated community.

In addition to his enforcement activities, Mr. Filipy regularly acts as an educator at professional training meetings of the pest control industry and has taught fellow inspectors in valuable field safety topics.

Frank Filipy, who works out of the Fairfax office, was chosen from among candidates representing all EPA mid-Atlantic states -- Pennsylvania, Virginia, West Virginia, Maryland, Delaware, and the District of Columbia.

Pesticide regulation occurs under the Federal Insecticide, Fungicide, and Rodenticide Act. Although pesticides are beneficial, they can be deadly if mishandled or misused. EPA regards pesticide regulation and enforcement as vital to the protection of human health and the environment.
