RHODE ISLAND FABRICS COATING COMPANY FINED FOR AIR VIOLATIONS
Lloyd Manufacturing Co., a fabrics coating facility in Warren, RI., has agreed to pay $240,000 in fines and spend at least $148,000 to help reduce air pollution in Rhode Island to settle claims that it violated the Clean Air Act. In an agreement filed today in U.S. District Court in Rhode Island, the company agreed to buy 247 tons of excess air emissions to offset 247 tons of volatile organic compounds (VOCs) that it emitted illegally between 1993 and 1997. The complaint alleges that Lloyd failed to obtain the necessary air permits and meet air pollution limits for its fabric coating lines. It also alleges that the company failed to install air pollution controls that would achieve the lowest possible emissions rates, as required by federal law. The purchase and sale of emission reduction credits is part of a new method of controlling pollution. Under this system, facilities that have taken measures to reduce their emissions of nitrogen oxides or VOCs below permitted levels may generate emission reduction credits to use or sell.
