18 SITES ADDED TO SUPERFUND NATIONAL PRIORITY LIST

EPA has added 18 sites to the Superfund National Priority List (NPL). This final rule includes three wood preserving sites, two environmental justice sites, one pesticide site, four federal facility sites and two Resource Conservation and Recovery Act (RCRA) sites. RCRA sites are not normally included on NPL lists, but there are exceptions. One RCRA site among the new NPL listings is Aqua-Tech Environmental Inc. (Groce Laboratories) in Spartanburg County, S.C. Aqua-Tech operated a RCRA Treatment, Storage and Disposal Facility (TSDF) under interim status until its RCRA Part B Permit application was denied and it was forced to close. The loss of authorization to operate qualifies this site for listing. The second site subject to RCRA is Onondaga Lake in Syracuse, N.Y. Onondaga Lake is a RCRA subtitle C regulated facility which qualifies for NPL listing because of bankruptcy. One wood preserving site included in this rule is Koppers Co. Inc. (Charleston Plant) in Charleston, S.C. The second wood preserving site is AT&SF (Albuquerque) in Albuquerque, N.M. The third wood preserving site is Escambia Wood--Pensacola located in Escambia County, Fla. In addition to wood preserving, this site is an environmental justice site due to the nearby low-income minority population. The second environmental justice site is Agriculture Street Landfill located in New Orleans, La. The original boundaries of the landfill contain low-income minority housing. EPA is working with the communities to address their concerns. The pesticide site is Del Monte Corp. (Oahu Plantation) in Honolulu County, Hawaii. Del Monte qualifies for NPL listing because of contamination due to leaks, spills and/or improper disposal of pesticides. The four federal facility sites included in this rule are: Concord Naval Weapons Station in Concord, Calif.; Cherry Point Marine Corps Air Station in Havelock, N.C.; Parris Island Marine Corps Recruit Depot in Parris Island, S.C.; and Fort Eustis in Newport News, Va. The NPL is updated at least annually. The primary purpose of the NPL is to guide EPA in determining which sites warrant further investigation.
