ACTING LABORATORY DIRECTOR PLEADS GUILTY
On Sept. 17, Judith McCoy, Technical Manager and Acting Laboratory Director at the former Hess Environmental Laboratories in East Stroudsburg, Pa., pleaded guilty to making false statements, mail fraud and conspiracy to defraud the U.S. government in U.S. District Court for the Eastern District of Pennsylvania in Philadelphia. McCoy participated in a scheme to provide fraudulent environmental testing results to several Hess customers who were billed more than $27,370 for tests that were performed improperly or not performed at all. The customers included the Tobyhana Army Depot, Air Products and Chemicals Inc., Carbon Products Operations Inc. and Dames and Moore. When sentenced, McCoy faces a maximum of up to 15 years in prison, three years supervised release and/or fines of up to $750,000. The case was investigated by EPA’s Criminal Investigation Division, EPA’s Office of Inspector General and the Criminal Investigation Division of the U.S. Army, with the assistance of EPAs National Enforcement Investigations Center.
