EPA SENDS TIER II REPORT TO CONGRESS
EPA is sending to Congress a report that evaluates future emission standards for cars and trucks. The Clean Air Act requires EPA to consider the need for further reductions in tailpipe emissions after model year 2004. EPA issued the draft report on April 23 and accepted public comments for 45 days. The report includes discussion on the cost-effectiveness of new clean-air technology, an assessment of the nation’s air quality, the feasibility of more stringent exhaust standards and an examination of sulfur levels in gasoline in low emission vehicles. The Agency also looks at the growing number of sport utility vehicles in the national fleet. It is a first step in examining whether additional reductions in vehicle emissions are needed for the nation’s compliance with federal ambient air quality standards. EPA does not make regulatory conclusions or recommendations in the Tier II Report. Rather, it is a presentation and discussion of evidence that would support a determination by the Agency on future regulatory actions. It includes a summary of public comments received on the draft report issued in April.
