AGREEMENT PROMOTES COORDINATION OF STATE
AND LOCAL AIR QUALITY AND TRANSPORTATION ISSUES

A Memorandum of Understanding was signed on April 19 between the Department of Transportation (DOT) and EPA to improve coordination between the federal agencies in the transportation conformity and State Implementation Plan (SIP) processes. The Clean Air Act requires that EPA, DOT and regional, state and local governments integrate air quality and transportation planning development processes. Transportation conformity supports the development of transportation plans, programs and projects that enable areas to meet and maintain national air quality standards for ozone, particulate matter and carbon monoxide. This agreement will help facilitate the timely review of transportation and air quality planning documents and establish a framework for resolving issues before final decisions are made by federal agencies. The major provisions include: improving EPA and DOT coordination to implement transportation conformity and transportation-related SIP requirements; consultation before an anticipated conformity lapse or freeze; and establishing a process for allowing new transportation control measures to proceed during a conformity lapse.
