EPA cites two Pa. concrete companies for storm water violations

PHILADELPHIA – The U.S. Environmental Protection Agency has cited two Pennsylvania concrete makers for alleged violations of Clean Water Act regulations designed to control storm water runoff from industrial and construction sites.

In Indiana County, Pa., EPA cited Marion Center Supply for failing to obtain Clean Water Act permits for the company’s ready-mix concrete facilities in Marion Center and Shelocta. Runoff from the Marion Center facility discharges to tributaries of Pine Run, and runoff from the Shelocta facility discharges to tributaries of Crooked Creek. EPA’s complaint seeks a $22,000 penalty. The company has the right to protest the alleged violations and the proposed penalty.

In Juniata County, Pa., EPA issued an administrative order to the Juniata Concrete Co., Inc. to implement storm water pollution prevention plans at its ready-mix concrete facilities in Mifflintown, Newport and Lewistown as required by the state-issued discharge permit. Runoff for all three facilities discharges into tributaries of the Juniata River.

Uncontrolled storm water runoff from industrial and construction sites often contains sediment, oil, grease, chemicals, nutrients, oxygen-demanding compounds and other pollutants. The Clean Water Act requires owners of certain industrial and construction operations to obtain a permit before discharging storm water runoff into waterways. These permits include pollution-reducing “best management practices” such as spill prevention safeguards, material storage and coverage requirements, runoff reduction measures, and employee training.
