EPA Cites Foamex Plant for Hazardous Waste Storage Violations at Eddystone Plant

EDDYSTONE, Pa. - The U.S. Environmental Protection Agency has cited Foamex LP, a vinyl coating manufacturer, for violating federal hazardous waste storage laws at its plant at 1500 East Second Street in Eddystone, Pa.
EPA’s September 30 complaint proposes a $174,650 penalty for violations of rules designed to prevent leaks and spills of hazardous waste being stored on a short-term basis. The complaint alleges that the company did not 1) have the proper permit for storage, 2) evaluate materials to determine if they were hazardous, 3) train employees on waste handling, 4) keep proper records of storage and off-site shipment, 5) have the proper air emissions controls.
These alleged violations were also documented during a June 1998 inspection and in follow-up information requests in December 1998 and May 1999. The company is entitled to a hearing to contest the alleged violations and the proposed penalty.
