Air Quality Management Project and Advisory Committee Structure
Each Megacities Partnership is inherently unique to the city - the local policy, scientific, and cultural context, the data available, and goals vary in each Megacity and drive the direction of the Partnership. Nonetheless, there are some basic frameworks (templates) for certain steps in the process (e.g., information collection, needs assessment, and capacity building) that are relevant to all Megacities and inform the progression of the project. The templates provide meaningful structure to the project, while still maintaining flexibility to meet each Megacity's needs.
A successful Partnership will require input from a range of stakeholders. Identifying roles and responsibilities within the project early can help improve an understanding of how each agency and stakeholder group may contribute to the larger Air Quality Management Plan (AQMP) development effort. Some cities may also find it advantageous to convene local experts from government, academia and civil society to guide their air quality management planning efforts. This group can help obtain buy-in for the activities identified in the AQMP, as well as provide expert advice on the technical and policy components of the plan.
