What do I do when I receive the error "Sample duration cannot change within a calendar year"?

When the need to change sample duration at a monitor arises a user should create a new POC with the new sample duration.  By adding a new POC and this will allow for better understanding of what is going on at the site during any analysis.  EPA utilizes the POC as instances of when there is an equipment change at a monitor.
