Use of Drinking Water State Revolving Fund (DWSRF) Set-Asides

DWSRF Set-Asides: A State-by-State Analysis

States use a range of tools and resources to effectively protect public health through implementation of the Public Water System Supervision (PWSS) Program.

Under the Safe Drinking Water Act, states may set aside up to approximately 31 percent of their DWSRF capitalization grant to fund state programs and third parties. These entities provide assistance and build the capacity of drinking water systems and ensure the delivery of safe drinking water to over 300 million Americans.

To promote sustainability of drinking water systems and ensure effective state programs, states support the provision of new and improved infrastructure, strengthen their PWSS Programs and implement three programs. These three programs include:

• Capacity Development.
• Operator Certification.
• Source Water Protection.
