The majority of funds awarded to the states each year goes to support the salaries of state UST staff. There are a very limited number of sites in a given year where grant funds are used to support direct site cleanup activities. From this smaller subset of funding, the categories listed in column L constitute an infrequent phenomenon. Depending on OMB's interpretation of a de minimus standard, it is possible this standard could apply to this programs either at the facility or category level. OMB's draft concept of issuing a $250,000 or less de minimus standard at the award level may apply if that standard is applied to each facility rather than to the overall grantee (in this case, the state). Another standard whic may apply was one issued by EPA's Office of Water, in relation to the American Iron and Steel requirements of the Consolidated Appropriations Act of 2014.
