This page includes technical assistance opportunities and informational resources offered by EPA, its partner agencies in the federal government, and other organizations related to embodied carbon of construction materials.
Over the coming year and beyond, EPA and grantees (announced July 2024) of the Reducing Embodied Greenhouse Gas Emissions for Construction Materials and Products grant program will continue to offer a variety of new tools and resources to support stakeholders in developing and using environmental product declarations to quantify embodied carbon emissions linked to construction materials.

This guide is a resource for those new to EPDs. It explains what EPDs are, how to develop them and their importance to measuring and disclosing embodied carbon information associated with construction materials.

EPA’s EPD advisory services are available to support stakeholders with questions related to creating disclosures of embodied carbon of construction materials. EPA intends to offer advisory services to:

Businesses that manufacture construction materials and products for the U.S. market and wish to develop EPDs to disclose embodied carbon of their products.

Federal agencies, states, Tribes, nonprofit organizations and others that support manufacturers of construction materials, procure low embodied carbon construction materials or otherwise engage with such manufacturers.

Program operators (and product category rule (PCR) committees) who are developing or revising PCRs for construction materials.

EPA’s EPD advisory services team can help with the following activities:

EPD development and use: step-by-step advice on the EPD development process, guidance on how to collect primary data and use EPD generator tools, information on how EPDs relate to global warming potential and explanations of technical considerations for integrating EPDs into procurement.

Life cycle data development and use (for PCRs and EPDs): guidance on data collection, how to integrate EPA’s data quality assessment method into the life cycle data development process, and how to increase supply chain specificity in life cycle inventory data.

Product Category Rule assistance: reviews of new or updated PCRs for alignment with EPA’s PCR Criteria and guidance on EPA’s approach to secondary data sources to improve supply chain specificity, the role of life cycle assessments in supporting PCR development, and how to form or participate in a PCR committee for construction materials.
Technical assistance for securing a product label under the EPA’s Label Program for Low Embodied Carbon Construction Materials is coming soon. Please visit the label program website for additional information.

- Industrial Assistance Network – EPA’s ENERGY STAR program offers specialized energy management training and support at no charge to help manufacturers of construction materials reduce the carbon footprint of their operations and the embodied carbon of their products. Support from the Industrial Assistance Network includes coaching from professional industrial energy managers and training on strategies to control energy consumption.

FHWA Low-Carbon Transportation Materials Grants Program: The Federal Highway Administration’s $2 billion grant program supports reducing carbon emissions of transportation materials including concrete (and cement), glass, asphalt mix, and steel, currently available to state DOTs and eventually available to non-state applicants.

FEMA Assistance Funding for Low-Carbon Materials: The Federal Emergency Management Agency provides funding for rebuilding from disasters when using low-carbon concrete, asphalt, glass, and steel.

- FHWA Tech Brief: Environmental Product Declarations: A publication that provides an introduction to EPDs and an outline of their purpose, development process, and uses for various stakeholders.
- How to get an EPD: Overview and FAQ on how to create an EPD for the building material industry.
- EPA PCR Criteria: Draft criteria released in March 2024 to improve PCRs by establishing consistent requirements for data quality and transparency. The results will determine a product’s eligibility for EPA’s Label Program for Low Embodied Carbon Construction Materials.
- Product Category Rule Standards and Related Initiatives: EPA website on federal government participation in PCR development.
- ACLCA PCR repository: An online index of PCRs, searchable by keyword, geography, standard conformance, and status, with option to view PDF of individual PCRs.
- Federal LCA Commons: A collection of data repositories for use in life cycle assessment to advance Federal LCA data, research, and information systems; improve consistency in LCA methods; and enhance public and agency access to Federal LCA data in a standardized searchable format.
