Cleanup Status
Note: The Virginia Department of Environmental Quality (VDEQ) is the lead agency for managing cleanups at this facility.
On February 26, 1991, the Virginia Department of Waste Management (DWM) referred the site to the U. S. Environmental Protection Agency (EPA) for an emergency removal action (or cleanup action). From June 21, 1991, through June 30, 1992, the EPA performed a CERCLA emergency removal action. These cleanup activities under the EPA’s emergency removal action did not constitute a final CRA closure of the unauthorized Hazardous Waste Management Units (HWMUs). Records indicate that a 20-mil polyethylene liner with a 50 year life expectancy was placed over portions of the excavated area in the Rear Yard prior to backfilling.
The Virginia Department of Environmental Quality (DEQ) completed a review of the available environmental information for the Hampton Industrial Plating site. The DEQ determined the Human Health Environmental Indicator (EI) was met as of September 18, 2008. The DEQ also determined that additional investigation of soil and groundwater was required. Site investigation activities were conducted in 2012 and 2013. The RFI Report and additional data was submitted by the facility and is currently under review by DEQ. On July 17,2014, Corrective Action Final Decision was made that "cleanup standards" were attained no further action was required at the site.
Cleanup Actions or environmental indicators characterizing the entire facility are shown below. It is not intended as an extensive list of milestones/activities. This listing, and all the data on this page, come from EPA’s RCRAInfo and are refreshed nightly to this page. For this table and the Cleanup Activities Pertaining to a Portion of the Facility table that follows, a blank in the Status column could mean the action either has not occurred or has not been reported in RCRAInfo.

The Industrial Plating Corporation operated on the Hampton Industrial Plating site as a metal electroplating and finishing facility from 1984 to 1989. The property is located between the Industry Drive cul-de-sac and Victory Boulevard (Route 171).
The VA DEQ declared that the site was abandoned and prepared a Hazardous Waste Management Units Closure Plan for the Industrial Plating Site (Closure Plan) effective September 11, 1997, to address closure requirements associated with the facility’s HWMUs. York County seized the property to pay back taxes and subsequently sold the property to Sembilan Enterprises, LLC.
Contaminants at this Facility
Inorganics at elevated concentrations in surface and subsurface soils were identified as being the primary contaminants of concern.
Institutional and Engineering Controls at this Facility
While there are no Institutional Controls, there is a polyethylene liner over the excavated hazardous waste area.
Institutional and Engineering Controls help ensure human exposure and groundwater migration are under control at a cleanup facility. Where control types have been reported by states and EPA in EPA’s RCRAInfo, they are shown below. Not all control types are needed at all facilities, and some facilities do not require any controls. Where there are blanks, the control types may not be needed, may not be in place, or may not be reported in RCRAInfo.
