Transportation Conformity Training and Presentations

EPA's Office of Transportation and Air Quality (OTAQ) has provided multiple conformity training sessions in the past to assist state and local governments in implementing conformity requirements. As training information is prepared for other venues, it will be posted on this page.

EPA Training Courses

• Project-Level Training for Quantitative PM Hot-Spot Analyses. EPA's three-day training course on implementing EPA’s "Transportation Conformity Guidance for Quantitative Hot-spot Analyses in PM2.5 and PM10 Nonattainment and Maintenance Areas" is a technical, hands-on course geared toward state and local agency staff. The course focuses on using EPA’s emissions model MOVES and EPA’s dispersion model AERMOD to complete quantitative PM hot-spot analyses. The course can be self-reviewed when training sessions are not available.
  • Note, while the course is based on MOVES2014a, it is still largely applicable to MOVES3.
• MOVES (Motor Vehicle Emission Simulator) training
  EPA’s two-day, hands-on course geared toward state and local agency staff who will use MOVES for developing SIPs and regional conformity analyses. The course can be self-reviewed when training sessions are not available.

EPA Overview Presentations

• EPA's Conformity 101 Overview (pdf) (234.84 KB, August 26, 2010) (53 pp, 235 K, August 26, 2010)
  This EPA presentation provides an overview of transportation conformity, links for additional information, and quizzes to check general knowledge. Other than the latest emissions model, the information in this presentation is still relevant and accurate. The latest emissions models for conformity can be found under Emission Models and Conformity on the policy guidance web site.
• Overview of EPA's Quantitative PM Hot-spot Guidance
  This general overview was presented several times after the release of the guidance in 2011 and was updated October 2014. Note that CAL3QHCR can no longer be used for transportation conformity hot-spot analyses. Information about the latest models for hot-spot analyses can be found at EPA’s Project-Level Conformity and Hot-Spot Analysis website.

Other Conformity Training

• National Transit Institute’s Introduction to Transportation Conformity
  This course presents basic information about conformity requirements and the relationship of the transportation and air quality planning processes in order to prepare agency staff (federal, state, and local) to participate in interagency and consultation and work effectively in implementing conformity requirements. This course was developed by the FTA and FHWA in consultation with EPA.
• Federal Highway Administration’s Transportation Conformity Self-directed Training
  This self-paced modular online training series was prepared to help transportation and air quality practitioners understand transportation conformity and how conformity requirements relate to transportation investments in their states.
