This factsheet provides an overview of Project #3 under evaluation for its ability to reduce environmental and human health impacts from transboundary flows in the Tijuana River Valley.
This project expands treatment capacity in the U.S. to treat all wastewater from central Tijuana currently pumped to the San Antonio de los Buenos Wastewater Treatment Plant for treatment and discharge out the South Bay Ocean Outfall.

The feasibility analysis technical memorandum for Project #3 outlines an estimate of capital costs; an estimate of design, project, and construction management costs; an estimate of operation and maintenance (O&M) costs; a rough project implementation schedule; a summary of regulatory, engineering, and potential implementation issues; and a preliminary summary of social and environmental impacts. This evaluation supported the development of the alternatives for the Alternatives Analysis.
