It Takes Partnership: Filling the Pipeline of Water Workforce Professionals for Long-Term Sustainability
Increasingly complex challenges facing water utilities make it imperative that regional partners work together to train and prepare individuals to take on the critical role of operating our nation’s water infrastructure.
One successful example is taking place in Northwest Ohio, led by the Toledo Metropolitan Council of Governments (TMACOG), Owens Community College, the City of Toledo, and utility partners across the region. Together, they have developed an innovative program to provide education and training to prepare individuals to operate and maintain critical drinking water and wastewater infrastructure. The program offers training for certification, as well as job placement assistance.
Preparing Your Water Workforce for the Future through Innovative Technology and Intelligent Systems
As today’s water sector utilities address an ever more complex series of challenges, expanded use of innovative technology, artificial intelligence, and various ways of creating intelligent water systems, hold great promise. At the same time, it is critical that utilities bring their employees into the discussions about the best use of these approaches and prepare them to effectively use these new tools. These discussions must be intentional and ongoing.
During this webinar you will hear how one leading utility (Buffalo Sewer Authority) is embracing these new approaches and ensuring their workforce is prepared to use them. In addition, you will hear more about an important project from the Water Research Foundation to help utilities take the necessary steps to develop a truly intelligent water system to meet the needs of their communities.
Veterans in the Water Workforce
As part of EPA’s commitment to helping build a diverse and sustainable water workforce, today’s veterans can provide a very important set of skills as well as benefit from a range of programs designed to help them build a meaningful career in water. The bulk of the webinar focuses on the speakers who represent many perspectives and share their experiences working with this key group. They are past service members who have moved into the water workforce, higher education veteran transition program managers, and national federal veterans program professionals. The rest of the webinar focuses on questions from the audience.
Ensuring Diversity, Equity, and Inclusion in the Water Workforce
More than ever, today’s water sector must focus on recruiting and retaining a truly diverse set of talented individuals and ensuring equity in the workspace they will inhabit. Diversity, Equity, and Inclusion are not just words on paper—they are an essential part of any organization in the 21st century. This webinar focuses on efforts by one of the nation’s leading utilities in Louisville, Kentucky to embrace these attributes followed by a presentation on an innovative program by the Water Environment Federation (WEF) to increase the number of talented individuals from minority institutions that seek and embrace a career in water.
Transforming the Water Workforce
In today’s world, water sector utilities need to work with many partners to recruit and retain a motivated and sustainable 21st century workforce—they can’t do it alone! Partners can include employment and training organizations, educational institutions, contractors, and others. There is also a pressing need to help current utility leaders develop the transformative skills they will need to lead the water workforce in the 21st century. This Workforce Webinar has presentations from two leading utility workforce leaders from DC Water and AWWA as they take steps to develop a truly sustainable workforce for their utility and also help leaders across the sector develop the skills to address the myriad of challenges they will face moving forward.
Utility and Community Partnerships to Build Careers in Water
Building a resilient and sustainable water utility workforce requires partnerships with many community organizations that have strong relationships with others in the community—such as organizations helping people in low-income neighborhoods, students, and others.
This webinar describes the activities of two utilities, the Milwaukee Metropolitan Sewerage District and the Great Lakes Water Authority in Michigan. Both organizations have dynamic and well received programs to help young people understand the opportunities for a career in water as well as help them participate in apprentice programs that give them the kind of skills to have a meaningful career at these utilities.
Role of Academic Institutions in Creating the Water Workforce of the Future
This webinar discusses the critically important role of academic institutions as partners in building a “pipeline” of people that are eager to join the water workforce and achieve the goal of creating the water workforce of the future.
Two academic institutions describe how they are playing an important role. Jessica Brumley and Robin Roberson from East Central University discuss a new K-12 STEM-based program called Educational Program on Awareness, Sustainability, and Service for Water/Wastewater (EdPASS H2O) to educate and prepare students for apprenticeships and jobs in utilities. Julie Parks from Grand Rapids Community College describes a community-based program to educate and prepare students from disadvantaged communities for utility jobs in western Michigan.
Women in Water – The Leadership Journey Forward
The webinar is a panelist discussion and attendee question and answer session from three leading water sector women on their career paths within the water sector, the unique challenges that they encountered in their employment journey and tips and tricks they have for other women in this sector. The three panelists are Karen Pallansch the General Manager for Alexandria Renew Enterprises, Stacy Thompson the Deputy Director for Saco Water Resource Recovery Department, and Genevieve Ramirez the Communications Manager for Moulton Niguel Water District.
Retaining a Strong and Resilient Water Workforce
The webinar describes programs at two leading water sector utilities to attract a retain employees through effective training, career path development, and other strategies. The two utilities are WaterOne in Johnson County, Kansas and the Central Utah Water Conservation District in Orem, Utah.
Creating the Digital Water Workforce of the Future
The webinar features two speakers talking about the importance of building a technologically competent workforce at water utilities. This competence is an essential element of a skillset necessary for water utility workers to effectively and efficiently manage infrastructure and ensure clean and safe water for their communities. The webinar is part of an ongoing webinar series from EPA to highlight and share information about ways in which utilities are addressing their workforce challenges. These webinars are an important part of EPA’s Water Workforce Strategy, issued in 2021.

The workforce challenges facing the water sector can only be addressed by strong and sustainable partnerships that also focus on the importance of diversity, equity, and inclusion in the workplace. Water jobs at utilities offer good pay, security, and a real opportunity to make a difference in our communities.
Candi Jones, Philadelphia Water Department, describes an innovative partnership with PowerCorps Philadelphia to attract and retain men and women from disadvantaged communities into meaningful careers.
Andy Kricun, formerly the director of the Camden County Municipal Authority (CCMUA), and now with Moonshot Missions, describes a developing partnership with organizations across New Jersey to develop a state-wide water workforce program involving state agencies, utilities, NGOs, community colleges, and others to help address the acute need for water workers across the state.
Cultivating a Positive Workforce Culture from Apprenticeship to Career (April 2021)
A career in the water sector offers meaningful and challenging work that makes a difference in local communities. By building an inclusive and supportive workplace that encourages employee growth from apprenticeship to career, the sector can attract and retain the qualified candidates it needs.
Joone Lopez, Moulton-Niguel Water District (MNWD), describes her organization’s journey to build a culture that allowed MNWD to become recognized as one of the outstanding water utilities in the country.

Technology Adoption at Utilities (December 2020)
Every day, water service providers tackle complex challenges, such as aging water infrastructure, extreme weather events, water shortages, rising costs, increasing customer demands, and cyber security. Water sector utilities serve as “anchor institutions” in their communities and are implementing new and exciting technologies to address these pressing challenges. As utilities adopt these new technologies, they also need to invest in their most important resource: their staff. It is critically important that employees receive training and support to ensure the water workforce remains efficient and resilient.

Role of State and Local Workforce Boards (September 2020)
Workforce development boards are made up of members of the business community, local community colleges, elected officials, and workforce program leaders. State and local workforce boards serve as connectors between the U.S. Department of Labor and local American Job Centers that deliver services to workers and employers. Workforce boards can help water and wastewater utilities improve recruitment and training efforts as well as apprenticeship programs to develop and maintain a resilient workforce.
In this webinar, the National Association of Workforce Boards presents information about what workforce boards do for communities across the country and how water and wastewater utilities can get connected to their valuable expertise and resources. In addition, members of WorkForce Central, part of the Pierce County Workforce Development Council in Tacoma, WA, present their experiences working with area water and wastewater utilities to develop apprenticeship and training programs.
