About the Office of Enforcement and Compliance Assurance (OECA)
What We Do
The Office of Enforcement and Compliance Assurance (OECA) goes after pollution problems that impact American communities through vigorous civil and criminal enforcement. Our enforcement activities target the most serious water, air and chemical hazards.
OECA is building on our relationship with states and tribal partners to make sure we are delivering on our shared commitment to a clean and healthy environment.
Through improved transparency, advanced technologies and community participation, we are empowering the public to help us assure compliance nationwide, and to level the playing field for those entities that follow the law.
OECA works with EPA regional offices, and in partnership with state and tribal governments, and other federal agencies to enforce the nation’s environmental laws, including:

Office of Civil Enforcement (OCE)
What We Do
The Office of Civil Enforcement (OCE) develops and prosecutes administrative civil and judicial cases and provides legal support for cases and investigations initiated in EPA regions. OCE directly implements and enforces federal programs, i.e., those where there are no EPA-authorized state programs. OCE also has responsibility for planning and setting priorities for enforcement activities, developing national enforcement policy and guidance, participating in Agency rule-making to ensure that regulations contain clear and enforceable provisions, and implementing effective communication to alert regulated entities to potential compliance problems.

Office of Compliance (OC)
What We Do
The Office of Compliance (OC) supports EPA’s compliance assurance program by assisting the regulated community and co-regulators; providing tools and trainings EPA, states, and Tribes to address noncompliance; advancing national priorities; and managing data and results.
OC is divided into four divisions:
- The Enforcement Targeting and Data Division (ETDD) provides information management services to improve compliance with environmental laws.
- The Monitoring, Assistance, and Media Programs Division (MAMPD) assists the regulated community and co-regulators and supports inspectors nationwide to improve compliance with environmental laws.
- The National Enforcement Training Institute (NETI) collaborates with experts to supply comprehensive training to environmental professionals and manages internship programs for students to advance the EPA’s mission.
- The Planning Measures and Oversight Division (PMOD) works with co-regulators, develops evidence-based research, and advances and evaluates national priorities to assure compliance with environmental laws.

What We Do
The Federal Facilities Enforcement Office (FFEO) is responsible for ensuring that federal facilities take all necessary actions to prevent, control and abate environmental pollution. FFEO facilitates compliance through inspections and enforcement under all environmental statutes and cleanup at federal facilities.
