e-Manifest User Registration
EPA’s hazardous waste electronic manifest (e-Manifest) system is a module in the RCRAInfo Industry Application. To use the system, individual users will need to register for their own account.

Who Must Register for e-Manifest?
All of the following must register in e-Manifest:
- All receiving facility sites that receive manifested waste under either federal or state law of either the generation state or the destination state are required to register for e-Manifest. Registration is required for user fee invoicing, to submit manifests electronically, and to submit post-receipt data corrections to manifests.
- Beginning January 22, 2025, Large and Small Quantity Generators (LQGs and SQGs) are required to register and maintain an account with Site Manager or e-Manifest Certifier permissions to access final signed manifests from receiving facilities, submit post-receipt data corrections requested by regulators, and (beginning December 1, 2025) submit exception reports electronically via e-Manifest. - Transporters must register for e-Manifest if they wish to electronically create and sign manifests in the system. Registration is also required to view manifest records in the system or to submit post-receipt data corrections to manifests, regardless of the type of manifest (i.e., paper versus electronic).
- Brokers must register for e-Manifest if they wish to create manifests electronically for their clients.
- State inspectors will need to create a RCRAInfo regulatory account to view manifests and manifest data for entities conducting hazardous waste activity in their state.
The public does not need to register for e-Manifest. EPA makes manifest data publicly available 90-days post-receipt on the RCRAInfo Web public site.
How to Register for e-Manifest
In order to register for e-Manifest as an industry user, you must do the following:
1. Register for an industry user account in RCRAInfo.
- Go to the RCRAInfo Sign in page to begin the registration process.
- Review the User Registration video for instructions on the user registration process.
2. Confirm your location has an EPA ID Number (also referred to as a Site ID Number).
- If you don’t know if you have an EPA ID Number, use the “Select Existing Site” functionality to search for your facility in RCRAInfo (requires being logged in).
- If you need to obtain an EPA ID number:
- Complete EPA Form 8700-12.
- You may be able to apply for an EPA ID number electronically. Please check with your state environmental agency to see if the electronic myRCRAid system is available to you.
3. Assign a Site Manager for your EPA ID. EPA encourages each EPA ID to register at least two Site Managers before registering for any other permission levels.
- A Site Manager is a special permission. In addition to having permission to view, edit, create, and sign manifests and manifest-related reports, Site Managers also administer permissions for other users in their organization.
- Site Managers can also administer the ID and Key for using our Application Programming Interfaces (APIs).
- For receiving facilities, Site Managers have the ability to view and pay billing invoices for their site.
4. Register additional users for e-Manifest permissions in RCRAInfo.
5. EPA, the State, or an existing Site Manager approves registration.
- EPA and states administer requests for site access until a site’s first Site Manager registers. EPA and states prioritize registration of Site Managers, as Site Managers will then manage user registration and account maintenance for others in their organization.
- If your existing Site Manager is no longer with the company, you will need to contact EPA or your state regulators to ask that your request is approved.
