Electronic Manifest Public Meetings
EPA hosted two virtual public meetings to discuss how to increase adoption of electronic manifests and solicit feedback from interested parties.

Meeting Purpose
EPA launched the e-Manifest system on June 30, 2018. This system provides those persons required to use a Resource Conservation and Recovery Act (RCRA) manifest under either federal or state law the option of using electronic manifests to track shipments of hazardous waste and to meet certain RCRA requirements. By enabling the transition from a paper-intensive process to an electronic system, EPA estimates e-Manifest will ultimately save state and industry users more than $50 million annually, once electronic manifests are widely adopted. At this time of this meeting, EPA estimated that currently less than one percent of hazardous waste manifests submitted to EPA were electronic.
The purpose of these public meetings was to engage interested parties in discussion regarding how to increase industry adoption of electronic manifests. EPA intended to use information obtained from these public meetings to inform future options for consideration by the e-Manifest Advisory Board.
Schedule and Agenda
Two virtual public meetings were held on October 27, 2021, and November 3, 2021, from 1:00 pm to approximately 5:00 pm EST. The agenda for both meetings was identical, and supporting materials can be found below.
The purpose of these meetings was to discuss how to increase adoption of electronic manifests. Specifically, at these meetings we discussed:
- Current electronic manifest functionality and workflow.
- Potential option to allow users to upload electronic signatures to EPA.
- Other potential options, including options that may require policy or regulatory changes.
EPA intended to use information obtained from these public meetings to inform future options for consideration by the e-Manifest Advisory Board.
How to Register
EPA is no longer accepting new registrations. Public comment on the Federal Register Notice was due on December 30.
How to Submit Public Comments
EPA accepted both oral and written comments for the public meetings.
Oral comments were accepted throughout each of the public meetings. Written comments were accepted prior to and after the public meetings. Commenters had to submit written comments on or before December 30, 2021, through the public docket under docket ID number EPA-HQ-OLEM-2021-0608 on the Regulations.gov website.
