Memorandum addresses interim guidance regarding liability limitation for landowners who qualify as contiguous property owners (CPO) as provided for in the 2002 Brownfields Amendments to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, commonly referred to as Superfund).
