During Part 1 of Best Management Practices for POTW Compliance, we heard from a compliance inspector and technical assistance provider under contract to EPA, Jake Albright, who shared his observations and lessons learned about the challenges that operators routinely encounter and the practices that help them successfully overcome those challenges. Topics include: sampling and monitoring for compliance and process control; implementing a process control plan and making operational adjustments; and managing effective and educated operators.

- Jake Albright is an Environmental Scientist at PG Environmental with 14 years of experience in environmental science, engineering, and compliance focusing on the Clean Water Act and NPDES program. As an environmental scientist, Mr. Albright has conducted hundreds of municipal and industrial wastewater facility, collection system, and operational evaluations, as well as provided technical compliance assistance to dischargers, presented at compliance-focused trainings for EPA and state agencies, and participated in research studies of new and emerging wastewater technologies. He has also worked with communities providing technical assistance for the development and implementation of asset management programs, including baseline asset condition and workforce evaluations through procurement and implementation of maintenance management tools and tracking systems (e.g., CMMS).
Mr. Albright currently leads PG’s team of water and wastewater compliance and enforcement professionals who conduct CWA and SDWA compliance evaluations, technical assistance, and regulatory enforcement activities across the country for clients such as EPA, Department of Justice, and various other federal and state agencies. - Bill Ingram is the current Wastewater Treatment Plant Superintendent at the Great Barrington (MA) WWTP, which is an activated sludge plant designed for treating 3.2 million gallons of sewage per day. He has 37 years of experience operating a variety of different facilities and treatment technologies throughout New England, including: extended aeration, conventional activated sludge (with phosphorus removal), Bioclere trickling filters (with nitrogen removal), membrane bioreactors (MBRs; with nitrogen removal), intermittent and recirculating sand filters, and MicroFAST (Fixed Activated Sludge Treatment) systems.
Bill currently holds several wastewater treatment operator certifications, including:- Massachusetts Wastewater Treatment Plant Operator: Grade 7
- Connecticut Wastewater Treatment Plant Operator: Grade 4
- New England Water Environment Association Collection Systems Operator: Grade 4
- New England Water Environment Association Wastewater Laboratory Analyst: Grade 2
He is also a member of the Water Environment Association, and the Massachusetts Water Environment Association.
During Bill’s tenure at the facility, both as an operator and superintendent, the Great Barrington WWTP was recognized with the 2016 EPA Regional Wastewater Treatment Plant Excellence Award, and one of his talented operators was recognized with EPA’s New England Region Operator of the Year Award for 2018.
