Compliance Assurance Data Tools
EPA's compliance assurance program works collaboratively with states, Tribes, regulated entities, and the public to use technology to improve compliance with environmental laws and to promote jobs and communities. EPA develops and maintains information systems to collect and display compliance data, enabling co-regulators and the regulated community to efficiently address noncompliance that impacts human health and the environment. EPA's compliance assurance information systems include: the Enforcement and Compliance History Online (ECHO) and the Integrated Compliance Information System (ICIS).
ECHO is EPA’s public website that provides compliance information for states, Tribes, regulated entities, and the general public. ECHO provides topic specific dashboards and integrates data from major EPA information systems for public use. ECHO can be accessed on mobile devices and provides a tool for the public to report environmental concerns.
ICIS is EPA’s principal compliance and enforcement data system. ICIS is used to gather, assess, and disseminate compliance assurance data for the Clean Air Act and Clean Water Act programs, and enforcement data associated with all Agency regulatory programs. ICIS includes two electronic reporting tools used by industry, NPDES eReporting Tool and the Network Discharge Monitoring Report. In partnership with the states, EPA is presently updating or modernizing ICIS to better meet regulatory program needs and lower operation, maintenance, and development costs.
